Who Was Martyn Hett?

Understanding the person behind the law that will transform UK venue security

Martyn Hett was one of the 22 victims of the 2017 Manchester Arena terrorist attack and is the namesake of 'Martyn's Law'. A 29-year-old PR manager from Stockport, Martyn was known for his infectious personality, love of Coronation Street, and his large social media following. He had attended the Ariana Grande concert that night, just days before he was due to travel to America for a holiday of a lifetime.

On 22 May 2017, a suicide bomber detonated a homemade device in the foyer of the Manchester Arena as concert-goers were leaving. The attack killed 22 people and injured over 1,000 others, making it the deadliest terrorist attack in the UK since the 7/7 London bombings in 2005.

In the aftermath of the tragedy, Martyn's mother, Figen Murray, became a tireless campaigner for improved security at public venues. Her advocacy led to the creation of 'Martyn's Law' – formally known as the Terrorism (Protection of Premises) Act 2025.

Figen Murray walked 200 miles from the Manchester Arena to Downing Street in 2022, and again in 2023, to raise awareness of her campaign. Her dedication and persistence led to cross-party support in Parliament and ultimately the passage of the Terrorism (Protection of Premises) Act 2025.

The Law's Purpose

Martyn's Law requires venues and public spaces to have appropriate security measures in place to protect the public from terrorist attacks. It aims to ensure that the lessons learned from the Manchester Arena attack are never forgotten, and that venue operators take proactive steps to protect their visitors.
