The Challenge

A 55,000-capacity Premier League stadium required a comprehensive Site Specific Plan (SSP) to meet Enhanced Tier requirements under Martyn's Law. The venue hosts 25+ matchdays annually plus concerts and events, with complex crowd dynamics including segregated fan zones, multiple entry points, and integration with public transport hubs. The challenge was developing an SSP that addressed terrorism threats while maintaining the matchday atmosphere fans expect.
